Правительство Украины хотело как лучше, а получилось как всегда
На минувшей неделе руководители ведущих предприятий-производителей гречневой крупы и представители Министерства аграрной политики Украины пришли к компромиссному соглашению об обеспечении так называемой социально-приемлемой цены на этот популярный у населения продукт.
Соглашение производителей и ответственного за продовольственную безопасность государственного органа было оформлено в виде Меморандума об осуществления совместных мер.
В данном Меморандуме предусмотрено временное фиксирование оптово-отпускных цен на крупу гречневую на предельном уровне, не превышающем 12,6 гривен за килограмм, а розничных цен – на уровне, не превышающем 13,90-14,00 гривен за килограмм. Что касается закупочных цен, то фермеры теперь не должны продавать гречку по цене выше 8 гривен за килограмм. Если верить статистике, опубликованной на днях главным аграрным ведомством страны, то на сегодняшний день цена гречневой крупы снизилась в подавляющей массе торговых сетей с 20 до 13,90-13,99 гривен за килограмм.
При этом оперативный мониторинг цен, проведённый специалистами министерства, показывает, что за последнюю неделю оптово-отпускные цены снизились в среднем по Украине на 11% – с 12,15 до 10,82 гривен за килограмм. Казалось бы, всё складывается очень удачно, во всяком случае, на бумаге. Между тем, независимые наблюдатели утверждают, что после введённого Меморандумом ограничения отпускной цены гречневая крупа практически совсем исчезла с полок магазинов Киева, что, в общем-то, и не удивительно, поскольку торговые сети не горят желанием реализовывать этот ходовой товар себе в убыток. Они, как брокеры форекс, будут стараться зарабатывать при любых ценах на предлагаемые товары.
В начале этой недели журналисты некоторых киевских изданий провели собственный анализ наличия дефицитной крупы в столичных супермаркетах и на рынках города. Что касается магазинов, то от гречневой крупы там не осталось даже ценников. К примеру, в «Мега Маркете», что находится на Московском проспекте, то место, которое ещё совсем недавно занимала гречка, теперь заставлено пакетами с другими крупами. При этом продавцы-консультанты на вопрос о том, когда появится гречка, заявляют, что в ближайшее время её точно не завезут.
В супермаркетах сетей «Перекрёсток», «Велика кишеня», «Фуршет», «Новус» «Би маркет» наблюдается аналогичная ситуация. Продавцы, торгующие на продовольственном рынке, который расположен недалеко от станции метро «Минская», рассказывают, что та гречневая крупа, которая была завезена до введения ценовых ограничений, уже раскуплена, а новая пока не завозится. А если говорить об оптовой торговле, то единственным предприятием, которое по-прежнему активно торгует дефицитной гречкой, является оптовая фирма «Авген». Данная компания действительно реализует килограмм крупы за установленный 12,60 гривен, однако минимальная партия составляет не менее 20 тонн. А купить такой объем так же сложно, как выиграть конкурс трейдеров. В общем, киевлянам впору задаться вопросом, что лучше: дорогая гречка, которая есть, или дешёвая, которой нет?
